If you approve the budget, the risk you carry is not that a shoot goes badly. It is that somebody asks you to demonstrate, months later, that everyone in the material was an adult and consented to the use you made of it, and that the evidence lives in four people's phones.
Moving verification upstream of listing changes who is making that call. Generating the release and the licence from the booking changes when the record is created. Together they mean the documentation exists before the shoot rather than being reconstructed after a query. That is the whole product, and it is why verification and record-keeping get their own pages rather than a bullet point.
Everything else is procurement: seats so a coordinator is not sharing a password, an audit log so you can see who did what, SAML on Enterprise so your security review has an answer, and an invoice with a PO reference on it.
